This master plan study had a clear starting place:  vineyards that overlooked the Columbia River near Richland were already in development.  Nonetheless, for the region to fully benefit economically, a more holistic plan was needed.  This study proposed blending the natural quality of the land (and its spectacular views) with sustainable, hospitality infrastructure, and wineries to attract visitors.
